The National Centre for Emissions Management (KOBiZE, The National Centre) performs wide-ranging tasks in the field of managing greenhouse gas emissions and air pollution and acts as the administrator of the EU Emissions Trading System (EU ETS). The National Centre also serves as expert support for the Minister of Climate and Environment, providing analytical assistance on climate and air protection policy, taking into account its social, economic and environmental impacts.

Its responsibilities include maintaining national inventories, reporting and forecasting emissions resulting from EU regulations, including the National Emission reduction Commitments Directive (NEC Directive) and the Industrial Emissions Directive (IED), as well as from international conventions, particularly the United Nations Framework Convention on Climate Change, the Paris Agreement, and the LRTAP Convention. Relevant documents are prepared and submitted to EU and international institutions as official government reports. These estimations serve as the basis i.a. for the assessment of whether Poland meets emission reduction targets in non-ETS sectors and in reference to pollution subject to the NEC directive. In turn, Poland's ability to meet its future targets is assessed on the basis of prepared emission projections. Moreover, The National Centre monitors, analyses and reports on the implementation of national policies and measures (PaMs) leading to reductions in greenhouse gas emissions and air pollution.

A substantial part of KOBiZE’s activities focuses on implementing statutory tasks related to its duties as the administrator of the EU Emissions Trading System (EU ETS) in Poland, as well as in the area of national emissions not covered by this system, the so-called non-ETS. Administering the EU ETS consists in i.a. supervising the process of reporting, verifying and keeping account of emission values and emission allowances. The National Centre also manages the allocation of free emission allowances, the implementation of the Carbon Border Adjustment Mechanism (CBAM) and the administration of the Polish part of the EU Registry. In the future, KOBiZE’s scope of responsibilities will extend further, due to the implementation of a parallel emissions trading system for buildings (the residential-municipal sector), road transport and so-called additional sectors (ETS2).

The National Centre ensures the proper functioning of the National system for accounting and forecasting emissions, KOBiZE maintains the National base on emissions of greenhouse gasses and other substances and the Central Emissions Base, which gathers data on linear emissions, surface emissions and point sources in spatial distribution, used in modelling within the framework of annual air quality assessment. Data in the National base is used to prepare breakdowns, information and reports i.a. for the system of payments for introducing gasses or particulate matter to air or for modelling analyses. KOBiZE uses data from its bases, which constitute important sources of information on emissions at the national level, to meet national reporting obligations and provides it to institutions and public administration. An important responsibility of The National Centre is the elaboration and updating of the National Air Pollution Control Program with regards to substances for which national emission reduction obligations are established. The program in question is a fundamental tool for the reduction of national emissions of some varieties of air pollution.

Activity of The National Centre in the field of administering the EU ETS and managing emissions, as well as the knowledge and experience of its employees, contribute to the perception of KOBiZE as an important support for national administration in terms of  air quality protection policy and climate-energy policy, and an analytical centre recognized in the EU and internationally. It has the expert and analytical capacity, and the tools (such as economic models) needed to support the decision making process regarding the direction and intensity of climate policy measures. KOBiZE employees participate in expert groups, working groups and committees elected within the framework of international conventions and the EU.  

KOBiZE functions within the structure of The Institute of Environmental Protection – National Research Institute (IOŚ-PIB) in Warsaw. Tasks of The National Centre are financed from the resources of the National Fund for Environmental Protection and Water Management (NFOŚiGW).
