Act of 17 July 2009 on the system to manage the emissions of greenhouse gases and other substances (Journal of Laws of 2018, item 1271, as amended), hereinafter “the Act”, has convened the National Centre for Emissions Management, which, i.a. carries out tasks relating to the operation of the National System for Emission Balancing and projecting, including operation of the National Database on Emissions of Greenhouse Gases and Other Substances, hereinafter referred to as the “National Database”. The performance of the responsibilities of the National Centre (KOBiZE) was hereby entrusted to the Institute of Environmental Protection – National Research Institute (IOŚ-PIB) in Warsaw.

National Database is an IT system containing a secure database that allows entering and processing information indicated in Article 6 paragraph 2 of the Act, i.e. information of:

  1. entities using the environment;
  2. places of use of the environment where the activity causing the emissions is carried out;
  3. devices whose exploitation cause emissions;
  4. installations, sources of formation and places of emissions;
  5. technical measures which prevent or reduce emissions;
  6. emissions values;
  7. production volume and characteristics of raw material and fuels accompanying emissions;
  8. integrated environmental permits or permits to emit gases or dust to the air referred to in Article 181 of the Act of 27 April 2001 - Environmental Protection Law, including types and quantities of gases or dust permitted to be emitted into the air, permits referred to the greenhouse gas emission allowance trading scheme, and on notifications of installations that could have a negative impact on the environment due to the emission of gases or dust into the air referred to in Article 152 (1) of Environmental Protection Law;
  9. derogation from the allowed emission limit values;
  10. development projects, their implementation dates and forecasted emission volumes from these investments or emission reduction efficiencies or substance concentrations in the off-gases planned to be achieved as a result of these project;
  11. planned and actual changes in production capacity, changes in operating levels and changes in activities in the installation participating in the greenhouse gas emission allowance trade scheme or the absence of such changes;
  12. activities related to conducting industrial activity, transport, agriculture, forestry and the services sector;
  13. emissions levels related to industrial activity, transport, agriculture, forestry and the services sector resulting from the activities mentioned in point 12;
  14. forecasts of changes in activity for individual economy sectors.

The information listed in points 1-11 is entered into the National Database by entities using the environment.

Information held in the National Database is, in accordance with the provisions of the Act, used for: public statistic, system of charges for the release of gases and dust into the air, greenhouse gas emission balancing system, reporting in the framework of the greenhouse gas emission allowance trading scheme and current air quality assessment.

Gathering information in one Database, not dispersed in many government offices, gives an opportunity to carry out uniform comparisons and verifications of entities emission data, regardless to their location.
