The Union Registry is an electronic database, maintained in order to ensure proper monitoring of the functioning of the emissions trading system, including: issuance and surrender of allowances and registration of accounts’ holdings. The Union Registry replaced national registries of emission allowances of individual Member States in year 2012. The administrator of the Polish part of the Union Registry is the Institute of Environmental Protection - National Research Institute that performs the tasks of the National Center for Emissions Management (KOBiZE).

 

The emissions trading system is the basic instrument implemented in order to limit the amount of greenhouse gases  in the atmosphere. Its main assumptions have been presented by the Directive 2003/87/EC establishing a system for greenhouse gas emission allowances trading within the Community (OJ of 2003, L 275, as amended).
